Abstract

This engineering session advanced CORE ASi OS from a bounded operator-composition problem into the early foundations of evidence-grounded resource intelligence. Through EV-27–EV-33, we demonstrated role-distinct grounding without introducing binary grounding, closed a complete bounded chain from admitted equality semantics through world observation to a derived claim, and removed Cursor as a constitutive runtime sequencer after semantic admission for that specimen. We further established that the external LLM functions as a replaceable, non-constitutive cognitive resource, meaning native NLP is not currently required.

Subsequent audits showed that CORE is not yet ready to select cognitive resources autonomously. The limiting factor is not the absence of a selector, but the absence of epistemically warranted premises from which selection could occur. CORE currently cannot independently establish either what capability is required for an interpretation occasion or what capability a particular interpreter demonstrably provides. Simply adding matching requires/provides labels would encode engineer knowledge rather than CORE knowledge.

The resulting architectural frontier has therefore moved upstream from resource selection → applicability → requirement warrant → potential gap recognition. The next authorized investigation, EV-34, asks whether CORE can first recognize from its own available state that a prerequisite for continued operation is missing, without an engineer or model supplying the semantic interpretation of what capability it needs.

This represents meaningful engineering and scientific progress while preserving the Developmental Hold. CORE has not demonstrated learning, verified improvement, autonomous development, or First Verified Development (learned=0, VI=0, FVD unclaimed). The emerging trajectory is toward a system capable of progressing from encountering a situation → recognizing a limitation → determining what is needed → evaluating and selecting governed resources → acting → verifying consequences → eventually allowing experience to change future behavior.

Executive Summary

This session materially advanced CORE's bounded operator architecture while repeatedly resisting premature generalization.

The session began with EV-27, where CORE had demonstrated role-distinct grounding using existing unary grounding mechanisms. From there, we established that the missing operator edge was not another grounding primitive, closed a bounded semantic-to-claim composition chain, removed Cursor as a constitutive runtime actor from that specimen after semantic admission, demonstrated that the external LLM is a replaceable cognitive resource rather than part of CORE's identity, and then traced the next agency frontier upstream into resource selection and ultimately epistemic warrant.

The most consequential discovery was that resource selection itself is not yet the correct implementation target. CORE currently lacks warranted premises from which to establish what capability is required and what specific resource provides that capability.
